Take some rubbing alcohol on a paper towel and wash the jacket. It should breakdown the Pecards, but not remove color. It will appear darker for a few minutes because it is wet, but after it dries it should look much better. It may remove any shine but that is a good thing if your goal is a used look. Good Luck!
