Was Walter Donovan a Nazi?

In Last Crusade when Donovan dies in a spectacular fluorish (spelling?), wind blows and among other things reveals a Nazi emblem. But five minutes earlier he denied being " a Nazi stooge". Was it just something that he picked up or was it pinned on him, making him a Nazi?

Unsure.
