Ok, it says, in German, (I think):

ENTWICKLUNG TANIS IST WEITEN. ERFASSEN EIN DAN KOPFBEDECK, STAB DEN RA, ABNER RAVENWOOD, US.

Not too sure about the ERBWERBEN word, which means, literally, "to take or to gain," or ERFASSEN, which means, "to capture," or "apprehend." I like the latter.
