Knicker is the British equivelent of pantyhose, so it was a bit of sarcasm on his part. At any rate he's right. I don't own a FS and don't need to own one to tell you that it doesn't work. Single strips of elastic will not keep the entire pleat from gaping, only the areas where the elastic is present. So now you have a gaping pleat that looks 'pinched' or 'pulled' at one or two points. I tried every known design and configuration for elastic with both my pre-mod Westeds. The only thing (elastic wise) that works is a Spandex panel from top to bottom of the pleats that tapers in the middle of the back to about three inches, rather like a bowtie.
