I think FS might have screwed up the wrong guy's jacket. My dark brown goatskin Expedition has the 1.5 inch storm flap and a collar that looks almost exactly like that picture. Seriously, send it back. If you get two screwed up jackets, then I'd start worrying about FS being out to get you. And as for this elastic band holding the pleats, it seems to do a perfect job. I can just see Mr. Botwright tearing apart the FS jacket to find it's secrets. And, I have a FS G-1 and sure enough, there's the same band of elastic. Honestly, I don't think I would have ever noticed. Still, US Navy specifications for flight jackets shouldn't enter into movie jacket construction. Clearly.
