There were in fact three different coded messages.

the first one what the loot was. The second one was the area where the loot was located, and the third was where exactly the loot was.

Supposedly the first coded message was deciphered as the constitution (I actually remember it being the declaration of independence), and the second referred to a chapter in the bible.

This was only accomplished years after the fact, as the original encoder had only left the message to his friend that "the codes will be easy for you to break, but nobody else will get them". apparently they weren't that easy, since the friend never broke them!!

The third code, the specific instructions on how to find the treasure in that town, has never been broken. I.e., the four mile radius. probably its been discovered, but you never know.

At least, that's how I heard it.
