I wouldn't say they've pissed away 12 years- since that implies they intended to do one right after Last Crusade.

I'd say they've only pissed away 3 years, since it wasn't really until 98 that everyone (Big 3 and public) knew they wanted to do one, and they became serious about it being really good (ie. no saucermen or evil brothers).

Then consider that Episode I took at least a year out of everything, and they've only pissed away two.

So I agree they've definitely had enough time to make it, but it's not really as delayed as everyone makes it out to be.
