You have to first find the first part of the infernal machine by going into one of the buildings, running up the interior to the bridge, jumping from building to building until you find an even higher level to jump to. Going further you'll eventually find the part. As far as what building to start from from, I'll leave that up to your adventurous spirit. Once you get the part, take it to the creature and when he is in close proximity zap him with it three times. He'll eventually explode.
