How does one best determine their hat size??

I have two well fitting hats (1 western, 1 fedora). Unfortunately neither has the size marked anywhere. I fear ordering a hat like I fear ordering footwear without being able to try it one. How would I go about measuring the two hats I have to determine the size? Is it circumference, diameter, a combination? Is there a conversion table somewhere?
