....actually extra bits of material that are installed in "strategic" locations of a garment that allow more freedom of movement of an arm or leg without having the jacket or garment ride up with the movement. The gusset is located in the armpit of a jacket or shirt, and the pleat in the front or sides of trousers/shirts. In the "gear", they are indeed a part of the construction of those particular items.
