ROTLA and Goonies actor?

Watched Raiders again last night and had an odd thought. Is the fella who plays the drunk in the Raven Bar contest with Marion the same actor who plays Sloth in Goonies?
And yes, for any wisenhiemers -sp? out there, I do know that the Asian kid is the same in Temple and Goonies.
