It was in the 1930's that interest in re-introducing black powder shooting reemerged in many areas of the U.S. I know that one of the original "clubs" for the reinactment of frontier days, mountain men, and flintlock and caplock rifle target shooting occured in my neck of the woods of Southern Ohio in 1934, so reinactiments were indeed going on, even if on a small scale. As pointed out, a lot of GAR members (Northern Civil War vets) were responsible for teaching the younger crowd the proper handling of the caplocks and flintlock rifles in these clubs, so the tradition was handed down to the next generation during the time of "Indy".
