Historically, the first tourists were actually pilgrims who were visiting resting places of artifacts and burial sites of religious importance.
Relics like bones and possessions of saints were (and still are) an important focus of worship, since these relics were revered and regarded as being very powerful.
Churches used their precious relics to attract business, and back in the 9th century, the young city of Venice lacked attraction until the bones of St. Mark were acquired and put on display. Nobody knows if St. Mark's bones were stolen or liberated, but they came to Venice via Alexandria, Egypt, and the pilgrims began flocking to Venice, spending money like all tourists do.
