Thug maybe is a strong word, but it was clear he was working for Panama Hat guy. And it's obvious that Indiana has different ideas behind the cross than Panama Hat guy. So that means Fedora is working for the bad guys.

Anyways, I couldn't see him later becoming obsessed with the Ark, and chasing it after it. Abner was more adventurous than Henry Jones, but of the same spirit. Indy turns out like Fedora with the ideals of his more scholarly mentors.

All he really did was stand around and utter one "deep" line, which seemed rooted in some 19th century cowboy ethics.
