Belloq's brother appears in one of Wolfgang Hohlbein's Indy novels (Indiana Jones und das Erbe von Avalon)
In that novel it's his socalled twin brother and they don't talk about his first name but I'm sure it won't be the name you are looking for because Wolfgang thinks that Belloq's first name is Jacques while we all know it's Rene Belloq.
