Two Possible theories.

1) It's Possible the clip wasn't completely full, maybe most of the rounds were already spent.

2) Keep in mind it's a movie, to avoid any accidents, (take Brandon Lee for example)perhaps they took the clip full of blanks out, and reloaded it with a completely empty clip, and didn't cock back the hammer, to make sure it could not be fired.
