Here are some possible causes that I have experienced-

Windows-
-Not enough RAM (can cause freeze ups)
-Not enough Virtual Memory (older games required more, usually 640k, the standard in Win95 I think is around 570k(Win3.1 was 640 or 670k), try increasing it.

DOS-
Can you access the options? Might have a different typed command to access the options, check the manual. If your using a boot disc, you will probably have to add the mouse driver info into the boot files.

I'm sure that the basic virtual memory value in Windows 98 is the same as 95, but since I don't have 98, I couldn't say. Anyways, hope this helps.
